From Awareness to Action: Strengthening PSMD Sector’s Defences Against Scams and Financial Crime
Protecting Your Business Starts with Staying Alert to Scams
As scams evolve, risks for precious stones and precious metals dealers (“PSMDs”) extend beyond financial loss. Businesses unknowingly involved in suspicious transactions may face operational disruption and reputational damage. As trusted businesses handling high-value transactions, PSMDs are well placed to spot warning signs. Staying alert to how criminals may misuse their products and services to move or conceal illicit funds not only protects businesses, but also prevents customers from suffering significant financial losses due to scams.
Dealers are encouraged to familiarise themselves with the Code of Practice (“CoP”) on Anti-Money Laundering (“AML”) Measures for PSMDs to Combat Scam-Related Money Laundering Cases, available with other guidance materials at acd.mlaw.gov.sg. This CoP provides guidance on scam typologies, red flags and response measures. For assistance, visit mlaw.gov.sg/about-us/contact-us/.
Strengthening Business Resilience
Strong cybersecurity practices are important safeguard. Measures such as multi-factor authentication, software updates and staff awareness training can reduce exposure to fraud, impersonation and data compromise.
Turning Awareness into Action
Dealers are encouraged to incorporate the CoP into processes and equip frontline staff to recognise red flags, such as unusually large or hurried purchases, payment details inconsistent with a customer’s profile, or customers acting on another person’s instructions while anxious or distressed.
Taking time to understand a customer’s circumstances may prevent scams, protect a vulnerable customer and avoid entanglement in criminal investigations. When something seems wrong, staff should feel empowered to pause, ask questions and seek supervisors’ guidance.
Effective safeguards need not create unnecessary friction for legitimate customers. A risk-based approach lets dealers focus on higher-risk transactions, while largely maintaining a smooth customer experience. Customer due diligence is not merely a regulatory requirement: it helps dealers make informed decisions, manage risks and protect their businesses.
A Shared Commitment
Every dealer who identifies risks, conducts due diligence and reports suspicious activity contributes to Singapore’s reputation as a trusted place to do business.
MinLaw appreciates Singapore Bullion Market Association’s partnership in promoting good practices across the sector. By turning awareness into action, we can collectively protect customers, safeguard businesses and strengthen confidence in Singapore’s PSMD sector.
