PROJECT LION 2 LAUNCHED — BUILDING SINGAPORE AS A GLOBAL PRECIOUS METALS HUB (2025–2030)

14 November 2025 | Updated October 2026

Singapore’s role in the global precious metals market is entering a new phase.

Launched in 2025, Project Lion 2 sets out the Singapore Bullion Market Association’s (SBMA) strategic roadmap to further strengthen Singapore as a leading and trusted precious metals hub in Asia and deepen its connectivity with the global bullion ecosystem. The initiative builds on the foundations established under Project Lion 1, with a focus on strengthening market infrastructure, improving connectivity, supporting innovation and creating an environment for sustainable industry growth.

Project Lion 2 is centred on five strategic workstreams:
  • Clearing, Settlement, Documentation and Trading Practices
  • Vaulting and Logistics
  • Taxation and Regulation
  • Digitally Enabled Gold Products and ETFs
  • Futures, ETFs and Digitally Enabled Gold Product Development
Together, these workstreams are designed to strengthen the infrastructure and market framework supporting Singapore’s precious metals ecosystem, while facilitating greater participation and connectivity across the region.

From Strategy to Implementation

Since its launch, Project Lion 2 has progressed from a strategic roadmap towards tangible implementation.
In January 2026, the Monetary Authority of Singapore (MAS) and SBMA established a Gold Market Development Working Group, building on discussions and studies conducted with industry participants in 2025. The Working Group subsequently identified key areas to strengthen Singapore’s position as a trusted gold trading centre serving the Asia-Pacific region, including the development of gold-related capital market products, internationally aligned standards for vaulting and logistics, and a Singapore-based clearing system for OTC gold trading.
A major development is the planned establishment of a Loco Singapore OTC gold clearing system. The initiative is intended to support more efficient and secure settlement of physical gold transactions in Singapore and strengthen the infrastructure connecting the physical and financial sides of the gold market. SGX currently targets the launch of the OTC gold clearing system by the end of 2026.
Other developments are also contributing to the broader ecosystem, including the continued development of gold-related financial products, vaulting and logistics capabilities, and digitally enabled forms of gold investment. These initiatives reflect the growing role of Singapore as a platform connecting Asian gold demand with international markets.

Building for the Next Chapter

Project Lion 2 represents a long-term effort to strengthen the foundations of Singapore’s precious metals market and enhance its role as a trusted, connected and internationally integrated bullion hub.

As implementation continues, SBMA will work closely with members, regulators, financial institutions, infrastructure providers and international industry partners to advance the five workstreams and support the continued development of Singapore’s precious metals ecosystem.

Project Lion 2 is not simply a roadmap for where the market could go. It is a framework for building the infrastructure, connectivity and collaboration needed to take Singapore’s bullion ecosystem into its next chapter.
